Maryland Home Energy Loan Program: The Maryland Energy Administration and the Maryland Clean Energy Center (MCEC) are partnering to provide loans of up to $20,000 at a 6.99% interest rate to Maryland property owners interested in improving the energy-efficiency of their homes. The Maryland Home Energy Loan Program (MHELP) is designed to complement the existing utility rebates and the MEA's Home Performance Rebate Program to help homeowners overcome the up-front cost barriers associated with whole-house energy efficiency upgrades. As part of the Governor's Smart, Green, & Growing initiative, MHELP will empower Marylanders to take control of their energy future and stimulate the growth of green collar jobs. The following are excerpts from the Maryland Energy Administration website: An SREC represents the environmental attributes associated with 1,000 kilowatt-hours of generated solar power. SRECs are traded as financial instruments on markets much the same way as any other commodity such as wheat or gold.
In addition to the Maryland Clean Energy Grant Program, Solar Federal Income Tax Credits, and selected county Property Tax Credits, Maryland residents and businesses who have installed a solar photovoltaic system can also earn and sell Solar Renewable Energy Credits (SRECs) to help offset the cost of their system. Effective January 1, 2012, solar hot water is also eligible for SRECs.
SRECs represent a significant portion of a solar system's financial value. When considering how to sell their SRECs, system owners must balance the market risk of holding their own SRECs with the financial discount associated with selling their SRECs to aggregators. While MEA cannot recommend any particular service, it is important that a system owner learn about their different SREC selling options.
Program Update: June 1, 2011: All solar water heating systems "commissioned on or after June 1, 2011" will produce SRECs. As such, MEA is reducing the maximum award amount for residential solar water heating systems effective by the close of business on June 2, 2011. Any applications received after 5p.m. on June 2, 2011 will be capped at $500.00. The cutoff date is April 30, 2012
